摘要
政府行为对公立医院改革的取向起决定性作用。要解决公立医院改革的现存问题,政府必须履行以下职责:一是努力办好少量规范性公立医院,并使其具有调控其他性质医院服务价格的功能;二是加大政府卫生投资的力度,确保基本医疗水平能随GDP的增长而增长;三是运用看得见的手,促使卫生资源合理流动及利用;四是建立全民医疗保障体系,促进卫生领域的社会公平。
Government behavior is important to decide the direction of the public hospital reforms .To Solve the problems about the public hospital reform now, the government must implement the below jobs： one is doing good a little norminal public hospitals, and makinge them able to adjust and control the price of the services in hospital; two is enlargeing the government investments, insuring that the basic medical treatment level can increase with the GDP; three iS making use Of the insight hand, and urging the health resources reasonable flowing; four is establishing the national medical insurance system, promoting social fair of the health realm.
