摘要
有效政府是经济和社会发展的关键。提高政府的有效性,已成为当今政府改革的主要价值取向。信息不对称是市场失灵的重要表现,也是导致政府失效的重要原因。解决政府与公众之间的信息不对称,需要制度创新和体制保障。
The effective government is the key of economic and social development. To improve the validity of the government has already become the main value that the government reforms nowadays choose to face. Information asymmetry is the Characteristic of the marketplace which is out of order, being also the important cause leading to the invalid government. Resolving the information asymme- try between the government and the public, require institutional innovation and system guarantee.
