摘要
基础教育公平是山西和谐社会的重要内容,在和谐社会构建中具有重要的推动作用。中部崛起背景下山西基础教育公平的主要问题是教育机会不公平和教育资源配置的不公平,其成因有社会和经济的原因,但根本原因是教育政策和制度设计的不公平。为此,推进山西基础教育的公平发展,必须由政府承担主要责任,确立公正的价值取向,规划基础教育公平蓝图,实施基础教育标准化工程。
Fairness of elementary education is the important content of establishing harmonious Shanxi, in which it plays an important role. With the rise of middle areas of China, what mainly exist in the fairness of elementary education of Shanxi province are the unfair opportunities of receiving education and the allotment of educational resources, which have both social and economic reasons, but the main reason is the unfair educational policy and system. In light of this, the government must shoulder the main responsibility , establish the just value orientations, draw up the blueprint for the fairness of elementary education and carry out the standardized elementary education with the aim of promoting the elementary education in Shanxi province.
