摘要 DEA(数据包络分析)是实现对石化行业各企业相对经营效率进行评价的较好选择,但其评价指标由评价者根据经验直接选定的做法却使得其从评价初期就缺少了科学性和合理性。针对这个问题,采用AHP(层次分析法)和DEA相结合进行相对效率评价的两阶段方法,并以中国石化行业的22家上市公司为对象,对2005年的整体效率、技术效率、规模收益情况进行评价,结果显示有8家企业达到DEA整体效率有效、12家企业达到DEA技术效率有效,说明中国石化行业经营效率整体较低。 DEA ( Data Envelopment Analysis) is a good choice to evaluate efficiency of the enterprises of petrochemical industry. However, the evaluation indexes are totally decided by the evaluator according to his experience, which is the disadvantage of this method and decreases the reliability of the evaluation results. In order to solve such a problem, this paper puts forward a two-step method that combines AHP ( Analytic Hierarchy Process) and DEA, and evaluates the general efficiency, technical efficiency and scale efficiency of 22 petrochemical enterprises among Chinese listed companies. According to the evaluation results, 8 companies are effective in general efficiency and 12 companies are effective in technical efficiency. This illustrates that the whole efficiency of our country's petrochemical industry is low. This paper adopts the evaluation results of technical efficiency as the final conclusion. At last, the paper computes the ameliorate targets for the enterprises that are not effective in technical efficiency as the decision reference and management target.
