摘要
以南京高新技术产业开发区为研究对象,分析了新的政策机遇和发展背景下高新区“二次创业”的核心竞争力和竞争力要素,研究了基于增强核心竞争力的高新区功能定位,提出高新区要以建立区域持续创新体系为核心,以建设创新型科技新城为目标,将南京高新区打造成高新技术产业的集聚区、高科技文化社区和体制、机制创新的示范区。
This article takes Nanjing High-tech Zone as the subject investigated, analyses the core competence and the elements of the competence ofNanjing High-tech Zone based on the new policies and opportunities in the second development, studies the functional orientation ofNanjing High-tech Zone based on the enhancing core competence. It states that Nanjing Hightech Zone should take it as the core to set up a regional sustained innovation system, take it as the objective to establish a modern scientific new city and make itself into a congregating area for high-tech enterprises, a cultural high-tech communities and a demonstration plot of system ＆ mechanism innovation.
