摘要
通过对我国国家高新区建区至今发展历程的分析,认为我国国家高新区的现实功能与其预设功能出现了较大的偏离现象。例举了国家高新区功能异化偏离的主要表现,探讨了出现这种现象的内在原因和机制,在此基础上针对性地提出了促使国家高新区功能回归的对策建议,期望对促进我国国家高新区的“二次创业”和健康发展能够有所借鉴。
On the basis of a review of the development of National High-tech Industrial Development Zones in China, this paper finds aberrations between their practical function and estimated function. It illustrates a diversity of these aberrations. The underlying reasons and mechanisms are discussed. In addition, policy suggestions on how to ＂start a new undertaking＂ for National High-tech Industrial Development Zones are given out.
