摘要
取消农业税,减少了乡村两级组织的收入,公共产品供给受到了极大的影响。在新形势下,应调整农村公共事业发展的思路,通过体制创新,大力发展公共产品服务型农民专业合作经济组织,改变农村公共事业投入的形式,完善农村公共事业投入机制,以适应农村公共事业发展的需要。
After the cancellation of the agricultural tax, the income of the organizations at township and village levels is reduced and the supply of rural public goods greatly affected. Under the new circumstances, we should regulate the ideas of developing the rural public undertaking, promote farmer＇s specialized cooperative organizations with characteristics of service of public goods by innovation of the system, and improve the input mechanism of rural public undertakings so as to meet the needs of the development of rural public undertakings.
