摘要
以数字和网络技术为标志的信息技术革命与政府社会管理实践之间存在着互动关系。一方面,数字技术的发展成果直接作用于社会管理实践;另一方面,社会管理活动不断实现对技术因素的协调与控制。电子政务对于促进社会管理体制创新、改进社会管理效果、加强政府对社会舆论的协调与引导、促进不同区域平衡发展等方面具有重要意义。在电子政务环境下,政府社会管理理念远未形成、公众缺乏社会参与意识、政府社会管理能力亟待提高、社会管理体制尚待完善等成为社会管理创新的内部动因;全球化和现代化的冲击、我国社会管理的发展现状、政府社会管理能力弱化等成为社会管理创新的外部因素。
Information technology revolution based the digital technology and the computer network has interaction relations with the social administration practice of government： On the one hand, achievements of the digital technology are acted in the social administration practice directly; On the other hand, technical coordination and control are realized by social administration incessantly. Electronic government affairs have important significance for advancing social administration system innovation, promoting social administration effect, strengthening the governments＇ coordination and guidance to public opinion, impelling balanced development of different regions etc. Under circumstance of electronic government affairs, social administration ideas of governments have not formed, the public lacks social participation of pupils, the abihty of government social administration should be improved urgently, social administration system need to be perfected, these will be the inner drives of social administration innovation. And impact from the globalization and the modernization, development situation of social administration in China, the attenuation on ability of government social administration which will become exterior factors of the social administration innovation.
