摘要
长期以来,受历史事实、制度、政策等因素的制约,我国形成了城乡二元结构的社会结构模式。这一社会构成事实及城乡之间发展上的巨大差异,严重影响了我国社会的均衡发展和全面发展,严重制约着我国社会的全面进步,进而严重制约着构建社会主义和谐社会伟大设想的实现。为了解决这一重大而紧迫的社会课题,党中央提出了"社会主义新农村建设"的战略方针及具体措施。为参与"新农村建设"方略的讨论,本刊组编了与新农村建设有关的四篇法学论文,以飨读者。
For the reason of history, institution and policy, our country formed a special social structure which could be addressed as the town-country structure. The existence of the structure and the great difference between town and country seriously hinder the balanced and all-round development of our country, and gravely prevent the realization of socialistic harmonious society. In order to resolve this important and urgent social problem, the Party Central Committee put forward a policy and implements about the development of socialistic new country. Our publication edits four legal papers about the development of new country to takes part in the discussion, and offers to the readers.
