摘要
目的:通过评价河南省乡镇卫生院建设项目,探讨应该如何控制土建规模,以保证乡镇卫生院的基本功能需要和提高效益投入比。方法:采用分层随机抽样方法,从河南省1 000个乡镇卫生院建设项目单位中抽取100个为样本,对其土建情况作评价。结果:样本地区乡镇卫生院建设项目建设后,业务用房和生活用房面积提高,危房面积下降;土建面积过大;13%的乡镇卫生院建设后仍有业务用危房;生活用危房增加。结论:乡镇卫生院建设项目增强了乡镇卫生院基础设施实力,促进了其服务能力地提高。建议:加强乡镇卫生院建设项目土建的适宜性控制,规范土建管理,加快乡镇卫生院建设标准和规范的研制与颁发。
Objective Through evaluation on construction projects of townships health center in Henan province, to know how to control the buildings dimension to ensure the basic functions of townships health center, and to increase the ratio of benefit-investment. Methods With stratified random sampling 100 from 1000 township health centers finished their buildings projects, to evaluate their buildings and use. Results We found that the building areas in the surveyed departments are evident increased, but thy are excessive big; the areas of danger building for medical professions are decrease, but there are danger buildings in 13% townships health center, and the areas of danger building for daily life are increase now. In same time the person-time of outpatient and inpatient are increase. Conclusion Through conducting construction projects, the strength of basic establishment has been strengthened, to impel the health service to increase. However there are some weakness in the construction project which needs to enhance input and administration to make the project effect move on moderately.
