摘要
随着电力市场的不断发展成熟,输电网的开放是必然的趋势,而输电阻塞则是制约输电网开放和发展的瓶颈。阻塞管理就是网络阻塞出现情况下所采取的处理措施和方法。在阻塞管理中引入了输电权,引导输电网络的合理使用,减少阻塞发生的风险,并在阻塞发生后对相关用户进行补偿。通过对输电权在不同阻塞状态下的作用分析,对输电权在输电阻塞管理中的作用进行了详细地介绍。
The open of the grid is the certain trend along with the development of the electricity market. The congestion is the bottleneck of the grid development. Congestion management is the method adopted when the congestion occurs. The paper introduced the FTR （Firm Transmission Right） into the congestion management. The FTR can lead grid use economically, reducing the risk of congestion, and also equalize the interrelated consumer after the congestion. It also introduced the function of FTR in＇congestion management through the analysis of different states of FTR under different circumustances of congestion.
