利用中国与国际石油市场以及整个世界经济形成相互依赖的现实,通过驾驭这种相互依赖,保障中国石油安全的代价是可以控制的。
Petroleum security is not only paid attention in China, but also in other large energy consumption countries. In the global oil marketing, one can get oil through international oil trade. If depending on importing oil overly and the import dependence degree rising too high, that must arouse the state worry about the security. China is not an exception, especially in 2004 its oil external dependence ratio reached more than 40%. Looking forward to China's future Petroleum security, we need comprehend three fundamental issues: how to understand China's oil import dependence? Which will threaten our Petroleum security? How much should we cost to ensure the petroleum security?
