摘要
以城市基础设施建设为研究对象,分析提出城市基础设施具有规模经济、范围经济、准公共物品等经济特性,分析并总结了城市基础设施对经济增长的宏观效应,研究了经济指标选择和重要性确定等方法,建立城市基础设施建设的纵向和横向两类绩效评价模型,结合中国目前城市基础设施的实际数据进行实证分析,得到一些可供有关部门决策参考的建议。
This paper analyzed the city infrastructures as the re,arch object, and find that the city infrastructures have the exterior effect, with scale extension, the city infrastructures＇ average cost gradually decreased, so that conclude that the city infrastructure had various macroscopic effects such as the scale economy, subeconomical, scope economy, precise public product etc. This paper also analyzed the power of the city＇s infrastructures. It incred the economy. With economic index sign and weight functions, we built up two evaluation models, the lengthwise and horizontal, with the macroscopic data from 12 cities of China. I hope it would be helpful to evaluate the performance of the city infrastructures development, to decision making.
