摘要
通过对当前我国农业科技中介服务的五种主要模式与存在问题的分析,提出了应根据市场导向机制加强政府主导型、农业科教单位主导型、龙头企业主导型、农民专业技术协会等农业科技中介服务体系建设的思路,并从不同层面上提出了加强农业科技中介服务体系建设的六方面对策建议,即强化农业科技中介服务的规范化运行管理,加强农业科技中介从业队伍建设,强化行业自组织功能,强化政府支持和宏观调控力度,建立健全相关法律法规和政策制度,加快农业科技中介服务组织多元化投资体系建设。
5 kinds of main patterns and existing problems of the agricultural science and technology agency services （ASTAS） in China were analyzed at present in this paper. It was presented that the thoughts of strengthening the construction of agricultural science and technology agency service systems dominated by government, agricultural research and education institutions, leading corporations and farmer professional technical associations, according to the market-oriented mechanism. Moreover the construction in 6 aspects of countermeasures were presented under different layers, i. e. strengthening the standardization in running management of ASTAS, the procession construction of agricultural science and technology agency practitioner, and the industry self-organized function, reinforcing the supporting power and degree in macro adjusting and controlling from government, establishing and improving the correlative laws and policy systems, and accelerating the construction of multidimensional investment systems of ASTAS.
