摘要
在社区居委会之外独立设置社区工作站,实行“工作站与居委会并行”的管理模式,是深圳社区改革的重要举措。这一新的社区管理模式,还原了社区自治的本来含义,贯彻了“议行分设”的原则,协调了居民自治和政府机构的关系,代表了社区改革的方向。社区工作站模式的健全是一个系统的社会工程,居民自治和政府机构的互动离不开熟炼的专业社会工作者介入。
Independently setting up community workstations besides community residential committees, implementing the management model of＂ workstations and residential committees paralleling＂, is an important measure of the community reform in Shenzhen. This new community management model restores the original meaning of community＇autonomy, and implements the principle of ＂separating decision - making from executing＂, coordinating the relationship between inhabitant autonomy and governmental bodies, representing the direction of reform. Mature Community workstations model is a systemic social engineering. The interaction between inhabitant autonomy and governmental bodies cannot do without mature professional social workers intervening.
