摘要
任何制度的设置都有其特定的功能,信访制度也不例外。但一项制度究竟能够发挥多大的作用,并不在于人们良好的期盼,而在于该制度本身所具有的功能以及与之相关制度的完善。现行信访制度最大的问题就是功能错位。因此,要发挥信访制度应有的功效和作用,就必须对信访制度的功能进行准确定位。
The constitution of any system owns its particular functions, so the letter feedback system, One system can adequately bring into play work relying on its functions and perfecting of the related institutions, not people＇ s good expectation. However, the wrong orientation of current letter feedback system＇s functions has been the most projecting matter. That＇ s to say, if we want the letter feedback system work well, the functions of the system should be accurately oriented.
