摘要
21世纪的竞争归根结底是人才的竞争,而各国、各地区之间人才的竞争实质是人才环境的竞争。要想在人才竞争中赢得优势,必须大力加强人才环境的建设。而人才环境建设的一个核心是人才制度建设,本文认为,在当前应以制度建设为核心来推进人才环境建设,本文着重从制度体系角度对人才环境作了一一论述。
At the 21st century, the competition is talents competition in the final analysis, and the essential of competition is the talents setting competition to every country and every region. So, we must enhance talents .setting building to gain the advantage. And author thinks the key is talents system construction, and this thesis discusses the talents setting building based on the system construction.
