摘要
本文阐述了安全形势波动的概念，并对我国民航近57年飞行事故率运用谱分析方法进行分析，验证了民航安全波动规律的存在，同时测定了波动周期，以期为民航采取有效措施，避免飞行事故的发生提供参考。
The paper presents the concept of safety fluctuation, and with the spectrum analysis of flight accident rate data through past 57 years, we prove that the safety fluctuation exits and measure its wave cycle, so as to provide useful references and inspiration for civil aviation units in taking effective measurement to prevent flight accident.
