摘要
当前湖北经济发展最大的制约因素是上层建筑的变革滞后于市场经济的发展,表现在财政供养人员过多,行政机构过多,财政不堪重负,特别是地(市)、县(市)行政机构经费运转极度困难。这些因素导致基础建设投入和财政造血功能严重不足,市场经济运行秩序恶化,制约了湖北经济的健康良性循环。
The main conditioned factor in Hubei economic development is that the reform of superstructure lags behind the reform of market economy. It seriously hinders the development of market economy. The forms of expression are too many people supported by public finance, and too many government organizations. Public finance cannot afford them. The outlay runs very difficultly in many cities and counties. It leads to the insufficiency of basic constructions and financial functions, and chaos order of market economy. All of them condition the healthy circle of Hubei economy.
