摘要
按照管理民主的要求,建立和完善新农村建设中的乡村治理体制机制,是建设社会主义新农村的重要内容和必要保障,是构建社会主义和谐社会的迫切需要。这就要求必须因地制宜改革现有乡镇体制,完善基层政权对村管理模式,规范和完善村民自治制度,规范发展新型经济社会服务组织,以构建现代乡村治理新格局。
In accordance with the requirements of democratic governance, to establish and perfect the system and mechanism of village governance in the new rural construction is an important element and necessary guarantee for the construction of new socialist countryside, and also an urgent need to build a harmonious socialist society. According to principle off taking actions to suit local circumstances, this requires measures to reform the existing system of villages and towns, perfect the governance model of the village grassroots regime, standardize and improve the villagers autonomous system, standardize the development of new rural economic and social service organizations to create a new pattern of the modem village governance.
