摘要
针对四川省水资源可持续利用的目标,结合四川省水资源的特点,运用循环经济理论,分别从政府、企业、公众和科学技术等4个方面,分析环境经济政策,提出加强水的立法与水资源循环经济管理机制;运用经济杠杆,促使环境基础设施提供者财务独立运行;提倡建立节水型社会,提高水的利用率;推行清洁生产,循环利用经过处理的工业废水;建立排污许可证的交易制度,促成企业节能、增效和技术创新等建议。
Cycle economy is the strategic selection for sustainable development.To establish a new mode to protect and explore water resources is the initial task to create a cycle society.Aimed at the characteristics of the water resources in Sichuan,the environmental economy policy is analyzed from the aspect of law,price,clean productivity,etc.Finally,some proposals are presented.
