摘要
进入“后农业税时代”的村级治理在村级组织的日常运转、村干部职能的转换、干群关系和村民的参与意识方面都面临着严峻挑战。直面挑战,国家应该在为农村发展提供充足的财政支持的基础上,进一步完善村民自治制度,理顺乡村关系,限制公权过大,激发农民的民主意识,从而促进民主化的村级治理的健康发展,为社会主义新农村的建设提供坚强的政治保证。
The abolishment of agricultural tax is an important policy carried out by Chinese government that will benefit millions of farmers. However, this policy brings new problem to the village politics while bringing great developing opportunities to the countryside. When agricultural tax policy progresses into its late stage, the village administration is facing severe challenge on the daily operation of village level organization, the shift of the responsibility of village officers, the relationship between the administrators and the farmers, and the willingness of participation of villagers. Chinese government should provide general financial support to further the implementation of village self-administration, to harmonize the relationship between villages, to restrict the power of the village administration, and to stimulate villagers＇ realization of democracy. Therefore the democratization of village administration could be speeded in a healthy way, which is a strong support for the socialism construction of new villages.
