摘要
社会公德水平是衡量社会进步的标尺。良好的社会公德形成要靠一个以维护、监督、奖惩几方面构成的制度系统保障,两者辩证互动。政府要通过价值主导、机制体现、行为主导以及系统的制度构建,促进社会公德建设。
Social public morality level is the apparatus to measure social progress and the development of public morality needs a system guarantee that is constituted by such elements as safeguard, supervision, rewards and punishment. To ensure social public morality building, the government is to set up a system that embodies values and behavior guidance and mechanism guarantee.
