摘要
当前我国环境保护投资需求与日俱增,而资金供给却相对不足。因此,需要创新环境保护投融资机制,这包括:合理划分和界定不同类型的环境保护企业,明确不同投资主体的投融资原则、事权及投资方式;形成投资主体多元化和融资格局多样化的融资体系;除继续加强政府财政投入和政策支持外,进一步创新债券、股票、创业板块和BOT等资本市场融资方式以及银行贷款、私人募集和国际信贷等其他融资方式。
A new investment and financing mechanism is required because that the supply of capital does not adapt to the increase of investment in environment production. Besides the governmental investment and policy support, the foundation of the new mechanism depends on a reasonable classification of environment production firms for the defining of the principles of investment and financing, the duties and responsibilities, and the form of investment. It also depends on innovation of investment form and financing tools, such as the introduction of bond, stock, second board, new loan products, private raising, overseas loan and so on.
