摘要
中国远程高等教育政策法规体系的建立有利于促进中国远程高等教育与各类教育的协调发展,有利于解决政出多门、政策法规不配套的问题。而在政策法规体系的建构中,其内容要素是政策法规体系的核心。本文针对经过调查、统计分析得出的中国远程高等教育政策法规涉及远程高等教育的八个内容要素(技术标准、学习支持服务、教育经费、入学条件、资源共享、课程文件、教育质量、基础设施),采用“模块”的概念进行了详细的理论探讨。
The establishment of China's distance higher education system of policies and laws will benefit the coordinate development between China distance higher education and other forms of education and help to solve such problems as contradictory policies resulting from conflicting departmental interests and the incomplete set of policies and laws. In constructing the system of policies and laws, the content factors are the key to the system. This research has adopted a method of questionnaires survey. It has investigated 230 people including leaders, teachers and administrators involved in distance higher education. Meanwhile, by using some technology statistics analyses, such as descriptive analysis relevance analysis and factor analysis, she means to find out the results. Eventually she draws the conclusion that China's distance higher education policies and laws involves 8 content factors of distance higher education, which includes technological standard, learning support, educational expenditure, entrance terms, resources sharing, course document, education quality and infrastructure. The author adopts a 'module' concept to describe the eight main factors in the way of module. Not only does she describe the connotation of the eight modules in details respectively, but also she offers the readers some respects worth notifying while in practice. The author expects that this research may help to establish distance education polices and laws and to carry out some consequent activities.
