摘要
企业制定事故应急救援预案是风险控制措施的重要组成部分,可以有效地防止事故的扩大,减轻事故造成的财产和生命损失。探讨建立事故应急救援预案的原则,预案的编制和完善,并建议企业和政府联合制定应急预案,形成企业、地方政府和国家三方事故应急救援联动机制。
The enterprise formulate accident emergency recovery predetermined plan is a important part of risk control measure, it could prevent effectively the expension of the accident, and reduce the property and life loss which created by accident. This article mainly discuss the principle of establishing accident emergency recovery predetermined plan, the formulation and the consummate of the predetermined plan. And to suggest the enterprise and Goverment to formulate emergency predetermined plan together, to form the tripartite accident emergency recovery linkage mechanism in enterprise, local govemment and nation.
