摘要
分析了津滨轻轨工程投资控制目标分解方式、组织结构和职能分工体系,通过比较拟完成投资额和实际完成投资额评估了投资控制效果.建议利用分别委托合同结构代替总分包监理合同形式以增强信息透明度,强化同步监控.建议利用项目组形式代替以职能式为主、项目组式为辅的混合组织结构,并适当分散控制决策权,构造扁平型组织结构和权力配置体系,降低决策风险.
The paper analyses the method for decomposing the project cost objective, the organizational structure and functional distribution patterns, then appraises its achievements by comparing BCWS with ACWP. The authors propose the respective commission agreement instead of the whole-then-subcontracting which could improve the transparency of the information and strengthen the synchronization supervision. The whole project team form should substitute for the mixture organization structure of the functional pattern with the project team pattern, and as for power distribution system, the flat organization should be established for the moderate decentralization of decision-making power to lower the risk of decision-making.
