摘要
目的了解北京市社区卫生服务的相关政策落实情况、存在的问题,并收集解决这些问题的相关信息和建议。方法采用专题小组访谈法,对市、区卫生局的社区卫生服务领导、市社保部门负责人、市财政部门负责人、接受社区卫生服务的社区居民分两个层次进行访谈。由访谈小组人员主持会议,专人录音和记录,访谈结束后及时对访谈结果进行归纳和整理。结果北京市社区卫生服务和全科医学领域专家多,提供社区卫生服务的起点较高,服务水平和服务内容比其他地区更规范,经济支持也好于多数省市。但仍存在如社区卫生服务功能界定不清、医保政策与社区卫生服务不协调、公共卫生服务项目缺乏资金支持等问题。结论增加政策配套和加强政策落实、协调和加强政府监管、搞好社区卫生服务软件开发和全科医生培训是解决上述问题的关键。解决这些问题对于社区卫生服务工作的进一步开展有着促进作用,并且可作为其他地区发展的借鉴。
Objective To find out the implementation of related policy, existent problems in the community health service （CHS） of Beijing, and collect the related information and suggestions to resolve these problems, Methods The leaders of the community health service of the city, the section representative directors of the labor and social security and the city public finance unit, and the residents received the community health service were interviewed through holding focus group discussion, divided into two layers to carry on the meeting. The interviewers emceed the meeting, specially assigned recording and note - taking in time. Results There were many experts in Beijing＇s. CHS and General medicine field, the community health service in Beijing was of a higher starting point, the service level and the content were more normal compared to other regions, financial support had been all right compared to other several provinces and cities, However the function definition of the community health service policy was not very clear, and the related policy about social security was not harmonious with the CHS, the public health service program was short of funds support, Conclusion Increasing establishment of suitable policies, strengthening the policy implementation, coordinating and strengthening the government supervision and management, making the good community health service information software system, and enhancing the general practitioner trainings are keys to resolve the above - mentioned problems. Resolving these problems can promote further development of the community health service work, and also serve as a lesson to other regions.
