摘要
高层次人才是大学人力资源的核心要素,是实施“人才强校”战略的中坚力量。规模、结构、层次三方面协调发展是高层次人才队伍建设的主要内容,引进和培养并举是高层次人才队伍建设的重要环节,培养学科带头人和创新团队是高层次人才队伍建设的重点。加强高层次人才队伍建设,要创新人才管理体制,正确处理人才引进和培养使用的关系、精英队伍和基本队伍的关系、待遇留人和事业留人的关系、全面发展与不拘一格的关系。
Of all the human resources in a university, the most important are those of high caliber. The focal point of the build - up of such people is to foster leading scholars in their respective disciplines and teams of scholars who axe liberal - minded enough to bring forth new ideas.
