摘要
运用比较分析法、归纳分析法、文献资料法等方法,通过对中国农村土地流转动因的分析,认为:制度变迁的推动、社会经济的发展与经济主体的利己选择是加速我国农村土地流转的重要原因;现行农村土地制度的不完善与流转程序的不规范、农业生产比较利益的低下与交易成本的过高阻碍了农村土地的有序流转;在赋予农民长期而稳定的土地使用权的基础上,明确土地的财产权、加强政府管理与形成多样而且有效的土地规模化利用模式对促进我国农村土地流转具有重要意义。
By analyzing the motives of land redistribution in the countryside in China through comparative, inductive and documentation method, this paper holds that the driving force of policy changes, social and economic development and the selfserving choice of the economic agents are the most significant causes that accelerate land redistribution in the countryside in China while the defects in the current land policies, the nonstandard process, low relative benefits of agricultural production and high cost of transaction cost are factors that hinder orderly land redistribution. Therefore, it is vital for promoting land redistribution in China to provide farmers with long - term and stable right to their land, to clarify land ownership, to strengthen government management and to establish different and effective scale land utilization model.
