摘要
点轴开发模式已成为区域经济开发的主导模式。但湖南省原有的点轴设置暴露出扩散和带动作用不强、经济整体水平不高、两极分化现象明显等问题,究其原因是现行的点轴开发模式中“点”与“轴”的确定还不尽科学,开发过程中的具体操作还不尽完善,亟待进一步优化。从增强湖南区域经济开发中“点”与“轴”选择的科学性出发,利用综合评价统计模型重新对湖南区域经济进行分析,制定了一级、二级“点”与“轴”的选择方案,构建了湖南“双核”型的一级增长极结构和“十”字型的一级增长轴格局,并针对具体操作过程中存在的问题提出了有效的优化措施与对策。
Point - axis development pattern has become the leading pattern of the regional economic development. But the inhere point -axis pattern doesn＇t satisfy the need of industrialization course of Hunan province, it appears many problems, for example：the effect of diffusing and driving is not very big, the level of whole economic is not very high, the phenomena of the two poles polarization is patency, the reason is the ＂point＂and＂axis＂of the point- axis development pattern is not very in reason,the actual operation in the development is not perfect,it needs a more optimize. This paper is to tone up the choose science of the ＂point＂ and＂ axis＂ to the Hunan regional economic development, using the colligate value static model anew analyze the Hunan regional economic, make a choose scheme of the first grade, the second grade ＂point＂ and＂ axis＂, makes up a scheme of Hunan＂ double nuclear＂ of the first rise point and the＂ ＋ ＂model of the first rise axis, and puts forward effective optimize measure and countermeasure to the problem during the actual operation in the development.
