摘要
在现代民主社会中,公众拥有公共政策主体和客体的双重身份,但对于公共政策制定过程中的公众参与和管理的重视还远远不够。因此,本文通过对近年来公众参与公共政策制定中存在问题进行论述,并提出相应的改进措施,以启发对这一问题的重新思考和认识。
The scientization, democartization and legalization of the public policy requires the mode of public decision changes from elite decision to public participation, which mainly embodies the public participation in the establishment of public policy. In the modern democratic society, the identity of the public is the subject as well as the object in the establishment of the public policy. However, public participation and administration in the establishment of public policy are not paid enough attention to. Thus, this paper discusses the problems of public participation in the establishment of public policy and further proposes the improvement so as to give inspiration on the rethinking and awareness of these problems.
