摘要
《立法法》和《行政法规制定程序条例》等法规确立公众参与立法制度,这对于改变以往我国封闭式的立法程序、促进立法的民主化、科学化有着十分重要的作用。但总的看来,这项制度尚处于起步阶段,有待于进一步的发展和完善。
Public participation legislation system, which is defined by Law of Legislation and Provisional Regulation on Procedure for Formulation, is important to change closed legislation procedure and promote scientific democracy of legislation and is in its initial stage and needs to be consummated further.
