摘要
针对宜昌市黄柏河流域和东风渠灌区水资源状况,建立了大系统递阶水资源协调优化配置模型。该模型以系统综合经济效益为目标函数,在水资源优化配置机制中强调河道内生态环境需水量和灌区环境需水量对研究区域可持续发展的重要意义,并运用优先用水权理论对不同用水户的取水先后顺序做了限定。模拟计算结果表明,优化水资源配置不仅能保证城镇供水、灌溉用水以及生态环境用水量需求,而且能有效地增加水电站群的发电量,促进社会经济的协调发展。
This paper aimedat constructing and applying an optimal allocation model for water resources in Huangbaihe River Basin and Dongfengqu Irrigation District of Yichang City,China.The object function of the large scale hierarchical model was to maximizethe economic benefit of water resources system.The simulation of allotment emphasizedthe innerrelation between eco-environmental water demand,including both river and irrigation district,and sustainable development.Water right theory instructed priority of water-take process.The results show,eco-environmental,municipaland agricultural water demand are satisfied fully and power generation is improved.
