摘要
作者以新疆地区为背景，论述了生态环境用水的必要性及生态环境用水量。根据水资源的承载能力，协调国民经济各部门的发展。在制定用水规划过程中还应考虑到气候变化对绿洲水资源的影响。
Oases are the places where people live with better economic conditions compared to other places in arid areas.The acient Silk Road was formed along the connected oases. There is a close relation between the survival and development of oases and the rational utilization of water resources.Rational utilization of water resources is the only way to protect oases and eco-environments.Only in this way,can the oases survive and develop. The paper,based on the acttial situation of Xinjiang oases,expounds the necessity of water used for eco-environment and proposes water qtiantity for eco-environment,suggesting carrying capacity of water resources decides each department of national economy. The infltiences of climfltic changes on oasis water resources should be taken into consideration when making plan for distributing water resources.
