摘要
经济快速粗放增长和重化工业化使我国正面临着严重的资源与环境约束,协调环境与发展是基于国情的必然选择。环境的复杂性与外在性决定了其的不可控性,因此,协调环境与发展的实质是转变人的思想观念与调节人的行为,关键是协调人与人之间关系。良好的体制可以引导科技向可持续发展方向转变,降低协调的社会成本与矛盾,是协调环境与发展的重要资源。我国具有丰富的传统与现代生态体制资源,开发利用此类资源是促进环境与发展协同共进的理性选择。
China is facing serious resources and environment restriction due to its economy＇s speedy and extensive increase and heavy industrialization, thus it is necessary to coordinate environment and development. Environment is incontrollable for its complexity and externality, so it is essential of harmonizing relationship between development and environment to change human＇s concept and adjust human＇s behavior, and its key is harmonization of relationships between person and person. Good institutions can lead science and technology to sustainable development and decrease social costs and conflicts arising from harmonization, so it is a very important resource for harmonizing development and environment. There are abundant traditional and modern ecological institutional resources in China, so it is a rational choice of promoting harmonization of development and environment to exploit and use this kind of resources.
