摘要
课题组通过对河北省张家口市职业教育现状进行调查,发现存在诸多问题,经过分析认为产生的原因是多方面的,有来自学校和社会的、也有政府的。但是,在市场机制不很发达、学校不完全自主的前提下,要解决该地区职业教育诸多深层次的矛盾和问题,政府的统筹管理是关键。主要对策和措施是:统筹规划,研究制定职业教育“第十一五”规划;统筹政策,协调相关部门支持职业教育发展;统筹办学,规范办学行为、理顺管理体制;统筹资源,着力建设几个示范院校、建设一批精品专业、建设专业教师队伍、建设几个实训基地、建立公共服务平台。
The members of the research group investigate the status of vocational education in Zhangjiakou region ,Hebei province and frod a lot of problems existing in educational practice. Through analysis they find the causes are many sided , some from school, some from society and some from government. In solving the many - folded problem and contradictions in the local vocational education the government＇s over- all planning in management is the key solution, as nowadays market system is not yet well -developed and schools are not fully independent in decision. The countermeasures or measure are offered as follows . over - all planning ------to discuss and make the 11th five -year plan about vocational education ;integrated policy------ to coordinate relevant depart- ments to support the vocational education; over- all planning in running schools----- to regulate schooling and straighten out management system; over - all application of resources ------to establish some model colleges, to build a large number of fine quality specialities, to build specialized teaching staff, to build a few practical teaching bases as well as public service platform..
