摘要
水循环经济作为一种先进的经济发展模式,是缓解水资源日益短缺以及遏制水环境恶化的根本手段。文章在分析我国发展水循环经济的紧迫性和必要性的背景基础上,对水循环经济的基本概念和基本特征进行了分析,总结了国内外水循环利用的研究与实践进展,提出了近期促进我国水循环经济发展的主要对策。文章指出因地制宜地创建综合水循环系统、加强水循环经济的技术创新、构建和完善水循环经济管理体制和运行机制是当前水循环经济发展的重点。
As a new economic development model, water recycling economy is the fundamental method for mitigating water resource shortage and reducing water pollution. Based on the pressure and necessity for developing water recycling economy in China, this paper defined the concept and analyzed the basic characteristics of water recycling economy, then went onto the review of the current situation of the development of water recycling economy domestically and internationally. The paper also put forward the major measures that can promote the development of water recycling economy in China, pointing out that carefully planning and constructing integrated water recycling system based on the local conditions, innovating water recycling economic technology, and establishing and improving water recycling economic models and management mechanism, were the main focuses for developing water recycling economy currently.
