摘要
区域创新系统的构建是发展国家创新系统的需要,同时也是发展区域经济,提高区域经济竞争力的重要途径。通过对区域创新系统的基本要素和内部机制的研究,提出了企业、机构、基础设施、创新政策四个基本要素和交互式学习、知识创造和分享、邻近性和社会根植性四个内部机制,并分析了要素的作用和内部机制作用的机理。认为只有通过区域创新系统的内部机制,创新要素才能更好地结合并发挥出系统功能大于要素功能之和的效能。研究扩展了现有的关于区域创新系统的理论,能够为构建区域创新系统,提高现存区域创新系统的创新绩效提供参考。
To construct national innovation systems has need for constructing regional innovation systems（R IS）, which is an important way to develop regional economy and improve regional economic competitiveness. This article studies basic elements and internal mechanisms of RIS, and puts forward four basic elements, enterprises, institutions, infrastructures, and innovation policies, together with four internal mechanisms, interactive learning, knowledge production and sharing, proximity, and social ernbeddedness. The article analyzes the roles that the elements play and the process of the internal mechanisms. By means of the intemal mechanisms of the RIS, the elements combine well and perform more functions than all elements do.
