摘要
价格监管是保证电力市场有效运行的重要措施之一。对收益率管制和价格上限管制作了对比研究,讨论了发电侧市场价格上限的影响因素、制定方法和我国电力市场建设初期实行发电侧价格上限管制的基本原则,研究了价格上限管制在输电服务价格监管中的应用,指出输电价格监管模型应当与电网发展水平相适应,逐步实现从收益率管制到价格上限管制的过渡。
Price supervision and management is one of the important measures to guarantee the effective operation of electricity market. Baaed on the comparison of the income rate regulation and price cap regulation, the influence factors, making rides and principles of price cap regulation in preliminary stage of electricity market are discussed. Then, the application of price cap regtdation in transmission service is studied. It＇s pointed out that transmission price regulaion model should adapt with power grid development and transit horn income rote regulation to price cap regulation gradually.
