摘要
本文从政策和制度的角度分析了环境问题产生的根源,回顾了政策体制对西北地区生态环境和资源可持续利用的制约,并从有机农业、循环经济、三个统筹、能源开发、水资源利用、城市扶贫、煤炭自燃防治、绿色GDP的建立等八个方面对西北地区生态环境恢复与建设及资源可持续利用提出了对策建议。
In the point view of policy and system,this paper analyses the cause of environment problem,and looks back on the constraint of policy and system to the eco-environment and resource＇s sustainable utilization in Northwest China. The paper also puts forward the countermeasure on eco-environment and resource＇s sustainable utilization in Northwest China in organic agriculture, circular economy,overall development,energy exploitation,water resource using,urban poverty alleviation,prevention and cure of coal spontaneous combustion.
