摘要
农村体育是我国体育的重点也是难点。实施农民体育健身工程应以农村学校为基地,乡镇为中心,党政机关、企事业单位为固定的基层体育团体,在校学生、回乡知识青年、复员军人、外出打工返乡青年和党政机关企事业单位职工为主体,群众集资捐资为主要经费来源,农闲和民族民间传统节日为活动时间,球类、武术、龙舟等群众喜闻乐见能广泛参与的项目为重点,充分发挥体育教师和其他有体育特长人员的作用。各级政府要加强对农村体育的领导和对乡镇体育中心建设的投入,体育行政部门的工作重心应逐步由“金牌战略”转为“农村战略”。乡镇政府要起领导、协调作用,将其纳入当地经济和社会发展整体规划。
To carry out rural sports well is important and difficult. The execution of farmers＇ fitness building projects should take villages and towns as bases, schools as centers;the governmental organizations and businesses as the basic sports groups; students, school graduates, ex-servicemen, young farmers and governmental personnel as the main body. The major source of funds can be pooled by the local people. Sports can be done during slack seasons and traditional festivals. Ball games, Wushu, dragon boat rowing can be used as the key sports in order to involve more people in. Governmental organizations at different levels should reinforce the leadership and investment of the rural sports activities. The most important task of the sports authorities should change from ＂sports for winning gold medals＂ to ＂sports to be carried out in rural areas＂. Governments at town and village levels should include sports development into the economic and social development.
