摘要
本文综合分析了电子政务的发展现状,为解决目前电子政务建设中的“信息孤岛”问题,结合以“数字城市”为代表的整合阶段的特点,以提供数据互操作和功能互操作为出发点,提出了一种以空间元数据为核心,采用XML描述元数据标准和Web服务的架构模式,搭建面向电子政务的空间信息资源共享平台,为电子政务信息资源的整合提供统一标准和空间基准框架,并结合“数字合肥”的空间信息共享交换平台建设实践,证明了该模式的可行性。
Firstly, the paper analyses the development status of electronic government and the information island, which is an obstacle on the way of electronic government. Then according to the character of integration stage ＂Digital City＂ represents, a mode of building geographic information sharing system oriented government is described and proposed. The system takes metadata as core, adopts XML as descriptions of metadata standard and Web Services mode as basic framework to realize the data interoperation and function interoperation and ultimately provides unified standard and spatial datum frame for information integration oriented e-government. Finally, the paper presents the design and realization of the geographic information sharing system of ＂Digital Hefei＂ that introduces the total system design scheme and confirms its feasibility in the construction.
