摘要
本文以广西横县为案例,研究财政政策和货币政策在县域经济发展中的组合、协调问题。文章认为:第一,财政政策和货币政策在微观领域的共性在于各自通过影响资源配置以推动经济增长,两者的差别在于前者注重总量调节,后者主要作用于交易激励;第二,当前财政政策在县域经济增长中存在因收入不足而制约支出的问题,而货币政策则面临政策工具不足、金融机构和信用环境不良而无法有效激励金融资源配置问题;第三,面对上述情况,有必要对财政、货币政策的分工、协调实施静态和动态规划。
This paper studies the coordination between fiscal and monetary policy through the case of Hengxian, Guangxi. Gonclusions are as follows. Firstly, fiscal and monetary policy improves growth by resource allocation, while the former adjusts aggregate variables, and the latter offers market incentive. Secondly, fiscal revenue restrains the input, while monetary policy faces restrictions of policy instruments, weakness in financial institutions and credit environment. Finally, policy specification and coordination should be statically and dynamically programmed.
