摘要
从解读2004年上海科技白皮书入手,分析了上海自2000年开始着手实施“科教兴市”和“知识产权战略”所取得的显著成绩,总结其取得成功的五点经验为:政府主导,部门联动;倾力扶持,增加投入;政策倾斜,加大激励;搭建平台,措施更新和加快人才培养,提升市民科学素养。从而提出当前医学科研管理工作者应该做好如下六方面工作:①增强知识产权意识,转换管理理念与角色,献计献策,争取政策;②努力学习知识产权相关知识,制订知识产权战略及相关配套激励措施;③从知识产权管理角度规划建设公共服务与技术平台;④从知识产权管理角度,加强培养科技人才与管理人才;⑤加强科技管理,多元化筹资建立孵化器、孵育基金与风险基金,加速成果转换;⑥加大科普宣传,提高公众科学素养,培养创新沃土。
Starting with the reading of the White Book of Shanghai Science ＆ Technology （2004）, the authors analyzed the notable achievements obtained from the implementing of ＂Prospering City with Science and Education＂ and ＂Strategy of Intellectual Property （IP）＂ in Shanghai since 2000 and summarized experiences as follows： the guidance of the government and the linkage of relevant sections; strengthened support and increasing investment; the favoredness of policies and the increment of rewarding system; the construction of platforms and the renewal of measures ; and the acceleration of training talented personnel and elevation scientific awareness of citizens. Thereby, the authors have advised the administrators to conduct in the following six aspects： （ 1 ） strengthen consciousness on IP, change administrative ideas and transform roles, offer advices and try to win favor of policies; （2） study knowledge about IP, formulate IP strategies and corresponding inspiriting measures; （3） programming and establishing public service platforms and technological platforms from the angle of IP management; （4） enhance the training of qualified scientists and administrators from the angle of IP management; （5） strengthening administration on science ＆ technology, raise funds pluralistically to build up incubators, raise incubation funds and risk funds, and accelerat transformation of research achievements; （6） promot propagation of public science, improve public scientific quality and cultivate fertile soil for blazing new trials.
