摘要
“以工代赈”是国家众多扶贫政策中的一项,在改善贫困地区的基础设施条件、促进贫困地区的资源开发和改善生态环境等方面取得了显著成效,为解决贫困地区群众的温饱和脱贫致富做出了巨大的贡献。这些成绩取决于其较好的瞄准机制和有效的运作机制,然而在资金管理上存在较多的问题,各级财政部门应合理使用以工代赈资金,使其发挥可观的经济、生态和社会效益。
＂Work for food＂ is one of the poverty alleviation policies in our country. It did much to the infrastructure＇ s improvement as well as the resources＇ development and ecological environment＇ s improvement of the poor areas. It made much contribution to the poverty alleviation and development of the poor areas. The achievement is mainly due to the good targeting and operation mechanism, but there are some problems in capital management, fiance department should make use of the funds of ＂work for food＂ , and make good benefit of economy, ecology and society.
