摘要
在生态环境危机日益加剧的社会背景下,流域生态补偿已成为恢复和保护流域生态环境的重要措施。我国流域生态补偿机制在生态保护实践中,发挥了重要的作用,但是,也存在着流域生态补偿资金不到位、流域生态补偿权利主体和义务主体错位、流域生态补偿市场缺失以及流域生态多头管理的弊端。鉴于此,必须通过制度创新和法制完善的途径,为我国流域生态补偿机制的有效运转提供强力的管理机构、完善的市场和充足的资金支持。
Under the background of ecology environment becoming worse, compensation for watershed ecology has become an important measure for renewing and protecting environment of watershed ecology. Our system of compensation for watershed ecology plays an important role in the practice of ecology protection. But it has such shortcomings as the lack of funds of compensation for watershed ecology, the inversion of fight part and duty part of compensation for watershed ecology, market defect and multifarious administrations of watershed ecology. In order to provide powerful organization, perfect market and abundant funds for the system of compensation for watershed ecology running effectively, we must reform and improve our legal svstem.
