摘要
农业可持续发展是中原经济区建设的重要目标之一,是"三化"协调的基础和保障,是中原经济区建设持久的推动力。中原经济区农业可持续发展的正式制度制约在于:二元户籍制度弱化了农业可持续发展的外部化境,不完善的农地产权制度弱化了农地等农业生产资源的可持续利用,不完善的农村公共物品供给制度弱化了农业可持续发展的物质基础,不完善的农村社会保障制度弱化了农业可持续发展的内在动力。要实现中原经济区农业可持续发展,就要对户籍管理制度、农地产权制度、农村公共物品供给制度及农村社会保障制度加以创新和完善。
The sustainable development of agriculture is the important aim and lasting impetus of the CER construction, and the basis and guarantee of coordinating among the industrialization, the urbanization and the agricultural modernization. The restrictions of formal institution on sustainable agriculture development in the CER lie in： The dual management institution of the household registration has weakened the external environment of sustainable agri- culture development; the incomplete farmland property rights institution has weakened the sustainable usage of agri- cultural production resources such as farmland resources; the incomplete rural public goods supply institution has weakened the material basis for sustainable agriculture development; incomplete rural social security institution has weakened the intrinsic power of sustainable agriculture development. The management institution of the household registration, the farmland property rights institution, the rural public goods supply institution, and the rural social security institution must be innovated and perfected in order to realize sustainable agriculture development in CER.
