摘要
网络环境是社会和谐系统的有机构成。网络是一柄“双刃剑”,网络的负面效应危害着社会和谐,诸如网络非道德化倾向成为滋生网络违法犯罪的温床,网络成瘾症阻碍人的发展,网络犯罪是社会和谐的大敌等。必须从构建和谐社会的战略高度,维护网络安全,净化网络环境。网络的和谐,既靠法律,又靠道德。必须坚持“依法治网”与“以德治网”并举,加强依法管理、加快安全技术研发等措施,形成一套综合治理对策。
The net environment is a significant component of the social harmonious system. The net is a ＂double-edged sword＂, for its negative effect endangers the harmony of society, for instance, the tendency of net immoralization helps the appearance of net crimes, net-addiction hinders personal development and net crime is becoming a major enemy of the society, etc. Net safety should be maintained and net environment be purified from the aspect of constructing harmonious society. The harmony of the net depends on laws as well as morality. We must stick to the principles of controlling the net by law and morality and the measures in strengthening legal administration and enhancing the research in security technology, hence, to form a system of countermeasures in comprehensive administration.
