公办民营的城市青少年训练资源优化配置网络的构建

摘要 我国青少年业余训练国家办的(区、市体校等)投入大、训练规模小、效率低,社会(团体、个人)办的虽然规模大,但由于参与训练需求不同,很难培养出竞技体育所需的后备人才。根据多年实践经验,构想建立一个能够适应市场发展规律、社会业余训练协调与服务的公办民营机构,通过该机构运作,加大社会投入,调动社会训练力量与国家共同承担竞技体育后备人才的培养任务,促进竞技体育社会化进程。 At present, the publicly owned and privately run juvenile amateur sports trainings are with high input, small training scope because of the different purposes of attending the training, it is hard to foster the reserve talents needed by the national competitive sports. To construct an organization publicly owned and privately run, the organization should be adapted to the development rules of the market and service of the amateur sports training. Through the running of the organization, more social input is hoped and the duty of fostering the reserve talents of the competitive sports can be undertaken. The purpose is to accelerate the socialization of the competitive sports.
